Richard Michael Webb was born to Richard Webb and Jane Flood Webb in Ferndale, Michigan on November 2, 1944. He was the oldest child with a younger brother , Joel, and younger sister, Sarah. His father, Richard Webb, worked for the IRS in Detroit. After high school he attended Phillips University in Enid, Oklahoma. Upon graduation in 1969 he joined the Air Force and received pilot training but vision problem kept him from completing that training and going to Vietnam. He returned to Detroit and received police department training. Upon completion of that training, he was hired by ATF and Customs out of Detroit. He married and fathered Brian and Tim Webb. During his service with ATF and Customs, he was privileged to join the Secret Service at times when they were short on staff so was honored to accompany Jimmy Carter who campaigned in Nebraska. After his time with the ATF and Customs, and after he and his wife divorced, he transferred to Omaha and worked for the IRS. He married Joan and fathered a daughter, Jennifer. Later he and Joan divorced, but Jennifer, and her husband, Nick, have five year old, Addie, and they have been a big part of Rich's life. Rich met and married Louise Garner, and elementary teacher, in 2000. After they both retired, Rich became an investigator for the Mutual UFO Network, Nebraska Chapter, headquartered at UNO.
